Deep State என்றால் என்ன?
இதுவரை எனது புவிசார் அரசியல், போரியல் கட்டுரைகளில் இந்த “Deep State” எனும் சொல்லாடலை பயன்படுத்துவதை தவிர்த்தே வந்திருக்கிறேன்.
ஆனால் தர்க்கரீதியாக வாதங்களை முன்வைக்கும்போது, ஒரு கட்டத்தில் இந்த Deep State என்பதை பயன்படுத்தாமல் வாதங்களை வைக்கமுடியாது.
ஏனெனில் Deep State எனும் சொல்லாடலை தவிர்த்து, International Relations Theory ஊடாக புவிசார் அரசியலை நீங்கள் அணுகும்போது, ஏதோ ஒரு இடத்தில் லாஜிக் இடிக்கும். ஏதோ ஒரு தப்பு இருக்கின்றதே என அறிவு உணரும்.
ஏதோ ஒன்றை உணராமல், அதன் இருப்பை பற்றி பேசாமல் அணுகுவதாலேயே இந்த ‘லாஜிக் இடிக்கும் நிலை’ தோன்றுகிறது.
அப்படி இதுவரை பேசாமல் தவிர்த்த ஒரு பொருள்தான் Deep State.
Deep State என்ற சொல்லாடலை கேட்கும்போதே, இது conspiracy theory வாடை அடிக்கிறதே என உங்களுக்கு தோன்றும்.
ஆனால் அது conspiracy theory அல்ல. உண்மையானதுதான்.
ஆனால் அதேநேரம் உத்தியோகபூர்வமான ஆவணங்களுடன் நிரூப்பிக்கப்பட முடியாத ஒன்றுதான் இந்த Deep State என்பதை நினைவில் கொள்ளவேண்டும்.
இதற்குள் இன்னும் வெளிக்கொணரப்படாத இரகசியங்கள் புதைந்து இருக்கின்றன.
Deep State என்பதை உத்தியோகபூர்வமான ஆவணங்களுடன் நிருபிக்கப்படமுடியாத ஒன்றாக இருக்கின்ற போதிலும், தர்க்கரீதியான வாதங்களுடன் இதனை நிருபிக்க முடியும். அதனை அடுத்து வரும் கட்டுரைகளில் விளக்குகிறேன்.
• முதலில் Deep State என்றால் என்ன விளக்குகிறேன்.
இதனை விளக்க Mike Lofgren எழுதிய “THE DEEP STATE : The Fall Of The Constitution And The Rise Of a Shadow Government “ எனும் நூலில் உள்ள வரிகளையே தருகிறேன்.
Mike Lofgren 28 வருடங்களாக Congressional staff member ஆக பணியாற்றியவர். உள்ளுக்குள் நடக்கும் சகல விடயங்களையும் பார்த்து, ,உணர்ந்து, மனம் பொறுக்காமல், அவைகளை பற்றி இரண்டு புத்தகங்களை எழுதினார். அவர் எழுதிய இரண்டாவது புத்தகம்தான் மேலே கூறியது.
அந்த புத்தகத்தின் இரண்டாவது அத்தியாயத்தின் தலைப்பு “WHAT IS THE DEEP STATE?”
அந்த அத்தியாயம் பின்வருமாறு தொடர்கிறது.
“The Visible State and the Invisible State
There is the visible United States government, situated in imposing neoclassical buildings around the Mall in Washington, D.C., and there is another, more shadowy and indefinable government that is not explained in Civics 101 or observable to tourists at the White House or the Capitol. The former is the tip of an iceberg that is theoretically controllable via elections. The subsurface part of the iceberg operates on its own compass heading regardless of who is formally in power.”
“அமெரிக்காவில் கண்ணுக்கு தெரியும் அரசு ஒன்று உண்டு. வாஷிங்டன் டிசியில் இருக்கும் கட்டிடம்தான் அது.
ஆனால் கண்ணுக்கு தெரியாத, அரசமைப்பில் சொல்லப்படாத, வார்த்தைகளால் வரையறுக்க முடியாத “நிழல் அமெரிக்க அரசு” என்ற ஒன்று உண்டு.
கண்ணுக்கு தெரியும் அமெரிக்க அரசு என்பது, வெறும் tip of an iceberg தான். கோட்பாட்டளவில் மக்களால் தேர்ந்தெடுக்கப்பட்ட அரசு என நாம் நினைத்து கொள்ள மட்டுமே.
அந்த கண்ணுக்கு புலப்படாத iceberg இற்கு கீழிருப்பதுதான், உண்மையான அரசு. மக்கள் யாரை தேர்ந்தெடுத்தாலும், அது கணக்கில் எடுக்காது தனக்கு ஏதுவான வகையில் அது இயங்கிகொண்டிருக்கும். தனக்கென ஒரு இலக்கு வைத்து அது சுயாதீனமாக இயங்கி கொண்டிருக்கும்.”
• Mike Lofgren உம் இதனை conspiracy theory போல இதனை அணுகவேண்டாம் என கூறுகிறார்.
“Those who seek a grand conspiracy theory to explain the phenomenon will be disappointed. My analysis of the Deep State is not an exposé of a secret, conspiratorial cabal. Logic, facts, and experience do not sustain belief in overarching conspiracies and expertly organized cover-ups that keep those conspiracies successfully hidden for decades.”
• ஏன் அப்படி?
உலகின் superpower ஆக ஒரு நாடு மாறியபின், உலகின் பல மூலைகளிலும் போர், ஆட்சி கவிழ்ப்பு என பல வேலைகளை செய்யவேண்டிய தேவை வரும்போது, அது தனது அதிகார கட்டமைப்பிற்குள் பல சிக்கலான கட்டமைப்புகளை உருவாக்கி கொள்கிறது.
அதனோடு பிற வெளிப்புற சக்திகளும் தமது தேவைக்கு கைகோர்த்து மிக மிக சிக்கலான ஒரு கட்டமைப்பினை உருவாக்கி வைத்துள்ளன.
Mike Lofgren இந்த Deep State இனது பகுதிகள் என சிலவற்றை பட்டியலிடுகிறார்.
“The Deep State does not consist of the entire government. It is a hybrid of national security and law enforcement agencies, plus key parts of the other branches whose roles give them membership.
The Department of Defense, the Department of State, the Department of Homeland Security, the Central Intelligence Agency, and the Justice Department are all part of the Deep State.
We also include the Department of the Treasury because of its jurisdiction over financial flows, its extensive bureaucracy devoted to enforcing international economic sanctions, and its organic symbiosis with Wall Street (as we shall see, the Treasury has quietly become the epicenter of a new form of national security operation, with some of its day-to-day execution outsourced to American financial institutions in almost the same way that the Pentagon has outsourced military logistics in war zones to contractors).
All these agencies are coordinated by the Executive Office of the President via the National Security Council.
Certain key areas of the judiciary belong to the Deep State, like the Foreign Intelligence Surveillance Court (appointed by the chief justice of the Supreme Court), whose actions are mysterious even to most members of Congress. Also included are a handful of vital federal trial courts, such as the Eastern District of Virginia and the Southern District of Manhattan, where sensitive proceedings in national security cases are conducted.
The final government component (and possibly last in precedence among the formal branches of government established by the Constitution) is a kind of rump Congress consisting of the congressional leadership and some (but not all) of the members of the Defense and Intelligence committees. The rest of Congress, normally so fractious and partisan, is mostly only intermittently aware of the Deep State and, when required, usually submits to a few well-chosen words from its emissaries.
• மேலேயுள்ள பந்தியில் Deep State இற்குள் வரும் கட்டமைப்புகள் என பின்வருவனவற்றை பட்டியலிடுகிறார்.

அதனோடு Department of the Treasury.
Certain key areas of the judiciary.
இதனோடு மிக முக்கியமான ஒன்று வருகிறது. அதுதான் Corporates. அதனை Wall Street எனவும் அழைப்பதுண்டு.
அந்த Wall Street எப்படி Deep State இல் முக்கிய பங்கு வகிக்கிறது என்பதை பின்வருமாறு குறிப்பிடுகிறார்.
“Washington is the most important node of the Deep State, but it is not the only one. Invisible threads of money and ambition connect the town to other nodes. One is Wall Street, which supplies the cash that keeps the political machine quiescent and operating as a diversionary puppet show.
Should the politicians forget their lines and threaten the status quo, Wall Street floods the town with cash and lawyers to help the hired hands remember their own best interests. It is not too much to say that Wall Street may be the ultimate owner of the Deep State and its strategies, if for no other reason than that it has the money to reward government operatives with a second career that is lucrative beyond the dreams of avarice—certainly beyond the dreams of a government salaryman.”
இதில் சிலிக்கான் வெலியும் உள்வருகிறது. காரணம் அதனது தொழில்நுட்ப கண்டுபிடிப்புகள் அரசுக்கு தேவைப்படுகின்றன.
இதற்கு உதாரணமாக Elon Musk இனது SpaceX உருவாக்கிய Starlink இனை குறிப்பிடலாம்.
உக்ரேனின் பல ஏவுகணை , ட்ரோன் தாக்குதலிற்கான guidance system இற்கு உதவுதாக தகவல்கள் உண்டு.
“While the government may be obsequiously attentive to the desires of all corporate entities, this governmental complex I have described is even more intimately connected by a web of money, mutual goals, and careerism to specific and very powerful elements of corporate America.
These elements include the military-industrial complex, Wall Street, and—surprising as it may sound to some—Silicon Valley (one former NSA insider told me the spy agencies are completely dependent on Silicon Valley’s technology, communications backbones, and cooperation to even begin to perform their mission).”

• ஆக மேலே விவரித்தவைகளின் இயக்கத்தை ஒரு வடிவத்திற்குள் கொண்டுவந்து உங்களுக்கு விளக்குகிறேன்.
உலகின் SuperPower அமெரிக்கா.
அமெரிக்கா அதனது SuperPower நிலையினை தக்கவைக்க, அதனது பொருளாதாரத்தையும், இராணுவ ஆற்றலையும் தக்க வைப்பது அவசியமாகிறது.
அத்துடன் உலகின் எந்த மூலையிலும் தனக்கு சவாலாக ஒரு நாடோ அல்லது நாடுகளின் கூட்டணியோ (alliance) உருவாகாமல் தடுக்கவேண்டியிருக்கிறது.
இதனையெல்லாம் செய்வதற்கு சில கட்டமைப்புகளை உருவாக்கி வைத்திருக்கிறது. அவற்றுள் சில கீழே.
• அதில் மிக முக்கியமானது Military- Industrial Complex.
இது அமெரிக்க அரசினது policymakers, அமெரிக்க இராணுவம், நவீன ஆயுதங்களை உருவாக்கும் Defense Contractors or Industries இனது கூட்டணியை குறிக்கிறது.
• அடுத்தது எதிரி நாட்டை பலவீனமாக்க ஆயுதக்குழுவை உருவாக்குவது, ஆட்சி கவிழ்ப்பு (regime change) போன்ற covert operations களை நடத்த CIA போன்ற அமைப்பு.
இவையெல்லாம் ஆரம்பத்தில் நாட்டின் நலனுக்காக உருவாக்கப்பட்ட போதிலும், அவ்வாறு செயற்பட்டபோதிலும், காலவோட்டத்தில் அந்த கட்டமைப்புகளில் இருப்பவர்கள் தங்களது தனிப்பட்ட சுயதேவைகளுக்கு இதனை பயன்படுத்த தொடங்குகிறார்கள்.
உதாரணத்திற்கு மிக முக்கிய பங்கு வகிக்கும் Military- Industrial Complex.
அமெரிக்கா அதிகமாக போரை நடத்தும்போதும், அதிகமான நிதியினை பாதுகாப்பு செலவினத்திற்கு ஒதுக்கும்போதும் அதனால் பயனடைவது Defense Contractors or Industries கள்தான். அவர்களுக்கு இதில் vested interests இருக்கிறது.
அமெரிக்கா அத்தகைய நிலையினை நோக்கி நகருவதற்கு ஏற்ற திரை மறைவு வேலைகள் நடக்கும்.
இதில் policymakers, உளவு அமைப்பில் இருப்பவர்கள், congress உறுப்பினர்கள், Defense Contractors or Industries என அனைவருக்குமே சுய ஆதாயம் இருக்கிறது (vested interests).
• இதற்கு ஆதாரமாக அமெரிக்க ஜனாதிபதி Dwight D. Eisenhower தமது பதவி முடிந்து பிரியாவிடை பேச்சில் குறிப்பிட்ட விடயத்தை தரலாம். 17 ஜனவரி, 1961 இல் அவர் ஆற்றிய உரையில் பின்வருமாறு குறிப்பிடுகிறார். (அந்த காணொளி கீழே)
“In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.”
அதனது பொருளை மொழிபெயர்த்தால் பின்வருமாறு வரும்.
“இராணுவத்திற்கும் defense industry இற்கும் இடையில் உருவாகியிருக்கும் மிக நெருக்கமான உறவு அரசினது கொள்கை முடிவுகளை செல்வாக்கு செலுத்தக்கூடியவை.
மக்களால் தேர்ந்தெடுக்கப்படாத இராணுவமும், defense industry உம் அரசின் கொள்கை முடிவுகளில் செல்வாக்கு செலுத்துவது என்பது அவர்களுக்கு சுய லாபத்தை தருவதாக இருக்கலாம். ஆனால் அது அமெரிக்க மக்களுக்கு நன்மை தராததாக இருக்கும்.

• 20ம் நூற்றாண்டின் ஆரம்பத்திலேயே அமெரிக்காவின் political system இற்குள் ஓட்டைகள் விழ ஆழம்பித்துவிட்டன. இன்னொரு வகையில் சொன்னால் “rotten fruit”.
Mike Lofgren அவரது 2வது அத்தியாயத்தை, 1938 இல் Franklin D. Roosevelt காங்கிரஸிற்கு ஆற்றிய உரையை மேற்கோளாக காட்டித்தான் தொடங்குகிறார்.
“Unhappy events abroad have retaught us two simple truths about the liberty of a democratic people. The first truth is that the liberty of a democracy is not safe if the people tolerate the growth of private power to a point where it becomes stronger than their democratic State itself. That, in its essence, is fascism—ownership of government by an individual, by a group or by any other controlling private power. The second truth is that the liberty of a democracy is not safe if its business system does not provide employment and produce and distribute goods in such a way as to sustain an acceptable standard of living. Both lessons hit home. Among us today a concentration of private power without equal in history is growing.”

இந்த ஓட்டைகளை பயன்படுத்தித்தான், இஸ்ரேலும் அதனது lobby ஐ விரிவாக்கம் செய்தது.
அமெரிக்காவில் Israel Lobby என்பது எவ்வளவு பலமானது என்பதை முன்னைய கட்டுரையொன்றில் சுருக்கமாக விவரித்திருந்தேன்.
• ஆக அமெரிக்காவின் Deep State என்பது, Mike Lofgren விவரித்த அமெரிக்காவின் Military-Industrial Complex, National Security Service, Pentagon, CIA,Wall Street, Israel Lobby, Media, Policymakers, Congress என எல்லோரும் அவர்களது “vested interests களை முதன்மைப்படுத்தி இயங்குவது”.
இவர்கள் தங்களது vested interests களை முதன்மைப்படுத்தி இயங்கும்போதுதான், நாம் புவிசார் அரசியலை International Relations Theory அணுகும்போது “லாஜிக் இடிக்கிறதே” நிகழ்வு நடக்கிறது.
