Hannibal Directive - “October 7” தாக்குதலில் கொல்லப்பட்ட இஸ்ரேலியர்களில் பெரும்பாலானவர்கள் இஸ்ரேலிய இராணுவத்தின் Hannibal Directive அணுகுமுறையால் கொல்லப்பட்டவர்கள்

 • உங்களில் எத்தனை பேர் Hannibal Directive பற்றி கேள்விப்பட்டிருக்கிறீர்கள்?

இந்த பதிவு போன வருடம் எழுத நினைத்து, மறதியில் விடுபட்டு விடுபட்டு போய்விட்டது. அதனால் இப்போது எழுதுகிறேன்.

• சரி. Hannibal Directive என்பது என்ன?

“The Hannibal Directive is a controversial Israeli military policy that says it is permissible to kill Israeli soldiers and civilians to prevent them from being taken captive by an enemy.”

இது இஸ்ரேல் இராணுவத்தின் சர்ச்சைக்குரிய ஒரு கொள்கை. அதாவது இஸ்ரேலிய இராணுவத்தை சேர்ந்தவர்கள் எதிரிகளின் கைகளில் பணயக்கைதியாக பிடிபடுவதை “எப்பாடுபட்டாவது நிறுத்துவது (at all costs)” என்பதை நோக்கமாக கொண்ட கொள்கை. இந்த “எப்பாடுபட்டாவது” என்பதில் இஸ்ரேல் இராணுவமே பணயக்கைதியாக பிடிபட்டிருக்கும் இஸ்ரேல் இராணுவ வீரரை கொல்லத் தயங்கக்கூடாது  என்பதும் உள்ளடக்கம். 

எதிரிகளின் கைகளில் பணயக்கைதியாக பிடிபடுவதை தடுக்க இஸ்ரேல் இராணுவமே பணயக்கைதியாக பிடிபட்டிருக்கும் இஸ்ரேல் இராணுவ வீரரை கொல்லாம் என்பதுதான் இந்த சர்ச்சைக்குரிய Hannibal Directive. இது 1986 இல் உருவாக்கப்பட்டது.

ஏனெனில் எதிரிகளிடம் இஸ்ரேலிய இராணும் பணயக்கைதியாக பிடிப்பட்டு, பின்னர் அவர்களை விடுவிக்க எதிரிகளின் கைதிகளை விடுவிக்கவேண்டிய நிர்ப்பந்தம் நேருவதால் இந்த சர்ச்சைக்குரிய Hannibal Directive 1986 இல் உருவாக்கப்பட்டது. இஸ்ரேல் இதை வெளிப்படையாக தான் கடைப்பிடிப்பதாக அறிவித்ததில்லை.

• ஏன் Hannibal Directive கொள்கையை பற்றி இந்த கட்டுரையில் விவரிக்கிறேன்?

விசயம் இருக்கிறது.

இந்த Hannibal Directive கொள்கையை இஸ்ரேல் இராணுவம், ஹமாஸ் நடத்திய 

“October 7” தாக்குதலில் கடைப்பிடித்தது.

இது தொடர்பான விரிவான ஆதாரங்களை இஸ்ரேலிய பத்திரிகையான Harretz போன வருடம் வெளியிட்டிருந்தது.

Haaretz இனை மேற்கோள் காட்டி The Cradle இல் ஒரு  கட்டுரை வெளியாகியிருந்தது.

“Documents obtained by Haaretz, along with testimonies from senior and middle-ranking soldiers and officers in the [Israeli army], reveal a series of orders and procedures received by the Gaza Division, the Southern Command, and the General Staff until the afternoon of 7 October – details that reveal how extensive the use of the Hannibal procedure during the first hours of the Hamas attack, and at various points in the surrounding area,” the Israeli daily reported.

The report adds that it “does not know if and how many soldiers and civilians were harmed as a result of these instructions, but from the accumulated information, it appears that quite a few of them were at risk, exposed to Israeli fire – even if they were not the target.”

இந்த கட்டுரை ஹமாஸின் “October 7” தாக்குதலில், எந்தெந்த நேரங்களில் இஸ்ரேலிய இராணுவ தலைமையிடம் இருந்து Hannibal Directive இற்கான கட்டளைகள் வந்தன என்பதை பட்டியலிட்டு சொல்கிறது.

அந்த கட்டுரை “October 7” தாக்குதலில் கொல்லப்பட்ட 1200 இஸ்ரேலியர்களில் (இராணும்,பொதுமக்கள்) பெரும்பாலானவர்கள் இஸ்ரேலிய இராணுவத்தின் Hannibal Directive அணுகுமுறையால் இறந்ததாக கூறுகிறது. 

“On 7 October, Israeli forces opened fire on their own military bases, settlements, and the Gaza border area using heavy weapons from attack helicopters, drones, and tanks. The decision sought to eliminate the Hamas fighters attacking Israel from Gaza, even if it meant also killing the Israelis Hamas was able to take captive during the operation.

As a result, a large number of the 1,200 Israelis who died that day were likely killed by Israeli forces.”

• நான் மேலே குறிப்பிட்டது போல Haaretz இன் இந்த கட்டுரை வெளியானது ஜூலை 2024.

காஸா இனப்படுகொலையில் முக்கிய பங்கு வகித்தவரும், பின்னர் அமைச்சரவையில் இருந்து நீக்கப்பட்டவருமான முன்னாள் இஸ்ரேலிய பாதுகாப்பு அமைச்சர் Yoav Gallant, “October 7” தாக்குதலில் இஸ்ரேலிய இராணுவம் Hannibal Directive protocol கடைப்பிடித்ததை சமீபத்தில் ஒப்புக்கொண்டார். 

07/02/25 அன்று இஸ்ரேலின் Channel 12 இற்கு அளித்த நேர்காணலில் Yoav Gallant இந்த உண்மையை ஒப்புக்கொண்டிருக்கிறார்.

இது தொடர்பாக விரிவான கட்டுரையை The Cradle வெளியிட்டிருந்தது.

“Former Israeli defense minister Yoav Gallant has acknowledged ordering the army to use the Hannibal Directive to kill Israeli civilians and soldiers during the Hamas attack on 7 October 2023.

During an interview with Israel’s Channel 12 on 7 February, Gallant admitted to ordering the controversial protocol that involves killing captives along with their captors.

When asked whether an order was given to implement the Hannibal Directive, Gallant responded:

“I think that, tactically, in some places, it was given, and in other places, it was not given, and that is a problem.”

அந்த கட்டுரை மறுபடியும் “October 7” தாக்குதலில் கொல்லப்பட்ட இஸ்ரேலியர்களில் (இராணும்,பொதுமக்கள்) பெரும்பாலானவர்கள் இஸ்ரேலிய இராணுவத்தின் Hannibal Directive அணுகுமுறையால் இறந்ததாக கூறுகிறது. 

இசை நிகழ்ச்சியில் கலந்துகொண்டவர்களை கொன்றதும் அதே இஸ்ரேலிய இராணுவம்தான்.

“However, Israeli forces killed large numbers of their own civilians and soldiers during the attack. The army dispatched attack helicopters, drones, and tanks on its own territory to respond to the attack, killing not only Hamas fighters but also Israeli civilians and soldiers that the Palestinian fighters 

attempted to take as captives back to Gaza.

Israeli helicopters also killed Israeli civilians at the Nova festival, which took place near the Re’im military base.”

• இதை வேறுமுறையிலும் எளிதாக நிறுவமுடியும்.

“October 7”  தாக்குதலில் அழிக்கப்பட்ட வாகனங்களின் படத்தை கீழே இணைத்துள்ளேன்.

அன்றைய தாக்குதலில் ஹமாஸ் இயக்கத்தினர் பயன்படுத்தியது இலகு ரக ஆயுதங்கள் (small arms light weapon). இத்தகைய raid வகை தாக்குதலிற்கு இலகு ரக ஆயுதங்களைத்தான் காவி செல்லமுடியும்.

ஆனால் வாகனங்கள் அழிந்த வகையை பார்க்கும்போது, உச்ச சூட்டு வலு (Fire Power) பயன்படுத்தப்பட்டு இருப்பதை காட்டுகிறது. இஸ்ரேல் அதனது Apache helicopters ஐ பயன்படுத்தி அழித்திருப்பது புலனாகிறது.

• ஆக இஸ்ரேல் இதில் மட்டும் பொய் சொல்லி தனக்கு தேவையான narrative இனை உருவாக்கவில்லை.

அதே “October 7”  தாக்குதலில் “ஹமாஸ் 40 இஸ்ரேலிய குழந்தைகளின் தலையை வெட்டி கொலை செய்ததாக” இஸ்ரேல் கூறியது அல்லவா!

அதுவும் பொய்.

இது பொய்யான தகவல் என்பதை  Grayzone எனும் Investigative செய்தி நிறுவனம் நிருபித்தது. 

இஸ்ரேலும், அதற்கு ஆதரவான மேற்குலகின் ஊடகங்களும் “40 இஸ்ரேலிய குழந்தைகள் தலை வெட்டி கொலை செய்யப்பட்டார்கள்” என  தொடர்ந்து disinformation பரப்பி வந்தன.

பின்னர் Grayzone போன்ற செய்தி நிறுவனங்கள் இதற்கான ஆதாரங்கள் எதுவும் இல்லை என்பதை நிருபித்தபிறகு, மேற்குலகின் ஊடகங்கள் அப்படியே வாயை பொத்திக்கொண்டன.

நான் எப்போதும் சொல்வதுதான். புவிசார் அரசியலில் narrative என்பது முக்கியமான ஆயுதம்.
